To learn a new active skill the following extended test has to be made::

Learning new active skill group

Comments:
I am not yet satisfied because needed time should grow in curve to take diminishing returns into account. If you are in a high level, you’ll have to put more time into learning stuff to get an even broader understanding of the topic or your abilities. When you begin learning you will see quite fast some results, when you already mastered something it’s harder to come to a new level.
The problem is that an exponential function would grow too fast and a logarithmus would grow too slow (and would probably need a table).
Further improvement would be needed in the area of learning languages but for this language families would have to be introduced and then there would be even some more stuff which would complicate things immense.
I speak from my own experience. I’m a native German speaker and it was quite easy to learn English and it would be even easier to learn Dutch. Learning French was already harder but when I got too Japanese it was a whole new world. Learning now Korean which has a lot in common with Japanese is simpler than starting it from scratch but it’s harder than if I would to start learn Spanish.
Anyway – it’s a game and not a real life simulation. If I wanted that, I would play Rolemaster or something like that.
